Waffle House's reasoning is that Dusty, one of the leaders of Los Pollos Hermanos, allegedly stole the bank of The Stratosphere Marine Corps, one of the alliances that merged to form Waffle House, while being their Econ Head. The Order was busy with the Brawlywood conflict and so counters from them were very limited.
