Royal Britannian Knights are provincial leaders, and department heads that devise an idea, which the Emperor look over and agree to. In a way, they are like the parliament of Britannia, except they devise ideas and run departments, and must get the Emperor's go ahead to apply.
The Royal Britannian Knight's Symbol
It is also a Royalty Title and Rank in the government, only a handful exist at any given time.
This title, of Royal Britannian Knight, grants the person a position of Royalty, but they must earn the respect of the people, or disappear trying.
