Governor Chapman was the leader of the nation 'The Commonwealth' (of Canada) from 1988 till 1993. In this time he assisted the formation of the alliance 'The Empire' and was a close ally with 'The Commonwealth of Australia.'

However after several crippling attacks Chapman was forced into hiding along with his government. The Commonwealth fell apart with no leadership, Chapman sought refugee status in Australia and all commonwealth citizens to escape the failing country went to nations such as South Africa, Australia and America.

The nation was finally crushed in 1993 and chapman went into minor government positions within Australia along with his council. Also acting as Lieutenant General in an Australian/Canadian army territorial force in the State of Queensland Australia.
